Theme 11 - Implementing transport legislation and regulation (2)

Introduction

Continuation of the previous day’s theme of training and information sessions covering another important range of transport legislation and the operational skills required for the safe, legal and effective management of community transport services. Run by CTA advice team experts, these training sessions will also offer the opportunity for delegates to raise their own detailed questions for discussion.

Session 11A – Construction and use regulations for community transport 

Wednesday 16 March, 9:30 to 10:15

There are special standards for minibuses, in addition to general compliance with the Road Vehicles (Construction & Use) Regulations 1986 and the Road Vehicles Lighting Regulations 1989, which all road vehicles have to comply with, and which are increasingly harmonised with European legislation.

They are concerned with basic safety, not comfort, and are not ergonomic recommendations.  Failure to comply with the regulations can have serious consequences. This session will look at those specific regulations that apply to minibuses. 

This session is suitable for anyone responsible for the management of vehicles in their organisation (including educational establishments, care homes and other faith and community groups).

Session 11B – Working with passengers who use wheelchairs

Wednesday 16 March, 10:45 to 11:30

This session will focus on guidance and best practice when working with passengers who use wheelchairs.  It will look at risk assessment requirements, care plan procedures, WTORS (wheelchair tie downs and passenger restraint systems) and the Wheelchair Passport scheme.

This session is suitable for anyone responsible for the management of vehicles in their organisation (including educational establishments, care homes and other faith and community groups).

Session 11C – Accessible vehicle design: Past, present and future

Wednesday 16 March, 12:30 to 13:15

This session will look at how the design of accessible vehicles has evolved. From raising the roofs to cutting the floors and lowering suspensions this session will look at vehicle conversion over the years.  This session will progress through the years and look to the future with Whole Type Approval.  It will be invaluable for anyone tasked with accessible vehicle design and purchase.

Session 11D – Maintenance, taxation and insurance for community transport

Wednesday 16 March, 13:45 to 14:30

Keeping vehicles on the road isn’t just about finding drivers with the correct entitlements to drive them. The vehicles must be properly maintained, taxed and insured. This may sound obvious, but many organisations underestimate what is involved, particularly with regards to maintenance. This session will explain what a robust maintenance regime should consist of and how to ensure that the system is working. It will also look at vehicle registration and the different types of taxation class. Good vehicle insurance is essential, but there are also other insurances that organisations should have in place. The session will give examples of different types of insurance to be considered.

By the end of this session, delegates will understand the elements of a robust vehicle maintenance system and will know about the different vehicle taxation classes and insurance.

Session 11E – Drivers’ responsibilities

Wednesday 16 March, 15:00 to 15:45

All drivers must understand their responsibilities when they learn to drive, but over the years some of these are easily forgotten, or the rules change. In addition driving for an organisation, particularly minibus driving, brings with it additional responsibilities and rules. This session will highlight some of the key driver responsibilities including fitness to drive, drivers’ hours, speed limits, and accidents and breakdowns. It will also consider the use of school bus signs and blue badges.

By the end of this session, delegates will understand the main responsibilities of drivers and know where to find more detailed information.

This session is suitable for drivers and anyone responsible for the safe operation of transport within their organisation (including educational establishments, care homes and other faith and community groups).
