Theme 2 - Using transport to liberate the NHS 

Introduction

Health service providers are being forced to look at new ways of delivering transport and new ways of engaging with service providers. What are the new priorities for the NHS around the UK and can community transport be part of the solution to new challenges?  Sessions will be of particular importance to those already working with the NHS or considering bidding for NHS work in future.

Session 2A – Equality & Excellence:  Will liberation bring about excellence?

Tuesday 15 March, 10:00 to 10:45

Speaker: To be confirmed

The introductory session in this theme will provide a simple overview of the proposed developments in the NHS and the new commissioning structures.  This will be a very helpful situation to anyone considering working with the NHS in the future and anyone who feels there are not up to date with all the latest developments and policy direction.

Session 2B – Transport & Health - mutual objectives?

Tuesday 15 March, 11:15 to 12:00

Speaker 1: Hadrian Collier, NHS Commissioning Business Service

Hadrian is a leading the engagement on implementing Eligibility Criteria for Patient Transport Services in the North West of England.  The new criteria will result in offering a truly equitable service for all patients.  Hadrian will outline what work is taking place within the North West to ensure the new guidelines are applied to all patients across the region.  Hadrian is also is reviewing the opportunity CT’s can have on supporting the Eligibility Criteria and the implementation of a bureau model of contracting work out of the ambulance trust and into local CT’s.

This session is essential for any organisations based in the North West who are working in Health or considering moving into this area in the future.  It will also be beneficial for anyone who wants to understand the new non-emergency Patient Transport eligibility criteria.

Speaker 2: Anna Porta, Development Manager, Westway Community Transport

Anna has been successful in developing a wide range of contracts in the local area, as a result of persistence and working initially to build relationships with GP surgeries.  Westway CT are now successfully delivering a number of services, and have been able to demonstrate shared objectives with the health service around equality of access and cost saving.  Anna will provide an overview of the different services that are provided, how they have managed to develop the services and some tips and advice for organisations who wish to develop work with the NHS.

Session 2C – Learning from experience in the UK, Europe and the USA

Tuesday 15 March, 12:30 to 13:15

In this session we will explore some examples of good practice from around the UK and from the US. 

Speaker 1: Jane Newell, Operations Manager, Transporting Somerset

Jane will provide a view from the Local Authority perspective regarding the health transport work provided in partnership with the NHS in the Somerset area. Patients can contact the scheme to get advice on what travel options are available to them, including chargeable services for non-eligible patients.

Speaker 2: Edwina Edwards, Chief Executive Bakewell and Eyam Community Transport

Edwina will provide us an overview of their transport provision to support patients living in rural areas to access GP appointments.  Given the move towards GP commissioning in the future, building up relationships with GPs could be a vital route into delivering bigger contracts.

Speaker 3: Scott Bogen, Communications Director Community Transport Association of America

Scott provide an overview of any key policy developments in the US that are affected patient transport and how organisations are responding to changes.  He will also give some case studies of successful health partnerships operating in the US.

Session 2D – Investing to save in health service transport

Tuesday 15 March, 14:15 to 15:00

Speakers:

Barry Mackleston, Greater Manchester Public Transport Executive,

Dan Cassell, Comissioning Manager Rochdale PCT,

Marilyn Aldred, Director Rochdale Volunteer Driver Scheme.

This session will focus on various health partnership work taking place in the Rochdale area.  Barry and Dan will provide an overview of the various initiatives, including perspective on cost savings that have been achieved for the NHS through effective and innovative health transport.  In Rochdale, the local Transport Executive has played a key role in ensuring the effective development of services.  Barry and Dan will also give their advice on how to get a foot in the door with the NHS.  The second half of the session will be a panel question and answer session. 

Session 2E – Engaging in NHS procurement systems

Tuesday 15 March, 15:30 to 16:15

Speaker 1: Matt Roberts and John Griffiths, Bluebird Community Transport

Matt and John will provide an overview of how they have built on existing partnership working to set up a social enterprise consisting of the local community transport organisations in preparation for bidding for large NHS contracts in the future.  By working together, they aim to have the critical mass to be able to compete for bigger contracts with both the NHS and Local Authorities across county boundaries.  The organisation has already had some success in its negotiations with the local ambulance service and has had experience of bidding for NHS contracts.

Speaker 2: Nigel Rowe, Transport Manger East Riding council, and Caroline Wegrzyn, Holderness Area Rural Transport

Nigel has been working for some time in close partnership with his local CT’s to secure non-emergency patient transport services from the local ambulance trust.  Nigel has used alternative approaches to contracting and has been benefitting recently by providing alternative cost effective solutions to the local ambulance trust who are facing financial difficulties and redundancies.  Nigel will provide an overview of this work and importantly how he managed to get a foot in the door of the ambulance trust.  Caroline will also be present to add the perspective as a local Community Transport organisation.
