Threat to section 19/22 permits

Many organisations that operate using section 19 and section 22 permits may have heard that there has been a change in guidance issued by the Department for Transport (DfT).  In a letter issued to all section 19 and 22 permit issuing bodies the DfT outlined the reasoning for the change to their guidance and have announced a public consultation in the autumn which will set out the detailed changes which they say are required in order to update current guidance, together with proposed amendments to the Transport Act 1985 and derogations set out in EU Regulations 1071/2009 (which establishes common rules concerning the conditions to be complied with to pursue the occupation of road transport operator).
